The Executive Office for Immigration Review (EOIR) has promulgated new limited scope representation rules for pro se individuals. The verdict? With these new rules, state and federal law are no longer contrary on this point, and the short answer is “you can give limited scope in limited ways.”

Matthew Blaisdell is an attorney in Brooklyn, New York, providing services in every area of immigration law. He is the former Chair of the American Immigration Lawyers Association (AILA) National Consumer Protection and Unauthorized Practice of Law Committee and currently serves on its Ethics Committee. He frequently writes and presents on these topics, and he has assisted several jurisdictions at the city and state level in developing legislation to protect immigrant consumers.

Cyrus D. Mehta, AILA Ethics Committee Vice Chair, New York, NY

Cyrus D. Mehta, a graduate of Cambridge University and Columbia Law School, is the Managing Partner of Cyrus D. Mehta & Partners PLLC in New York City. He is the Vice Chair of AILA’s Ethics Committee and the Editor in Chief of the AILA Law Journal. He is also the recipient of the AILA 2018 Edith Lowenstein Memorial Award for advancing the practice of immigration law.

Kevin Bank has a private practice focusing on legal ethics, attorney discipline, bar admissions and immigration appeals. From 1999 through 2018, he served as Disciplinary Counsel, Managing Disciplinary Counsel and Assistant General Counsel at WSBA. Kevin writes and lectures frequently on ethical issues.
