When the odds at the Board of Immigration Appeals (BIA) are stacked against your case, sometimes seeking judicial review is the only way your client will get a fighting chance. Panelists will impart their expert knowledge and insight on successfully litigating appellate cases in federal circuit court. They will cover the initial steps of filing a circuit court petition for review, explain when to seek a stay of removal, and provide written samples. They also will share critical tips to writing a winning brief and preparing a persuasive oral argument so you, too, can advocate for your client like an expert.

Amanda Waterhouse (DL), AILA Federal Court Litigation Section Steering Committee Chair, Houston, TX
Amanda Waterhouse is a graduate of Sam Houston State University and the University of Houston Law Center. She has been practicing immigration law since 2007 and is a founder and partner at Waterhouse Dominguez & Strom, PLLC. Ms. Waterhouse is admitted to the US Court of Appeals for the Fifth Circuit, the United States District Court for the Southern District of Texas, and the Supreme Court of the United States. She is also a member of the College of the State Bar of Texas and the American Immigration Lawyers Association. She serves as chair of the AILA Federal Court Litigation Section Steering Committee.
Mark R. Barr, AILA Amicus Committee, Denver, CO
Mark R. Barr is a long-standing member of the American Immigration Lawyers Association’s respected Amicus Committee, authoring, co-authoring and coordinating amicus briefing and litigation strategies before various Federal courts on issues of critical importance to immigration law and policy. Mr. Barr lectures locally and nationally on issues related to removal defense, asylum, and federal litigation of immigration matters.
Rex Chen, New York, NY
Rex Chen (he/him) is the Immigration Director for Legal Services NYC, the largest civil legal service provider in the country. He won a precedential Third Circuit appeal in 2008 (and has lost some precedential circuit court appeals). He is Asian-American, Taiwanese-American, and is known for suppression motions, termination motions, discovery demands, and helping sue EOIR in 2020 about Covid risks. He's on AILA's Federal Court Litigation Section steering committee.
Sarah Vanessa Perez, Montebello, CA
Sarah Vanessa Perez is an experienced immigration and criminal defense practitioner. Her practice areas include removal and criminal defense for non-citizens, broad representation before USCIS, including U-Visas, VAWA, and SIJS petitions, starting at the state-court level. Her appellate practice includes appeals before the BIA and at both the 5th and 9th Circuit Court of Appeals. Mrs. Perez received her J.D. from UCLA School of Law (2009).
Eligible participants can receive up to 1.8 CLE credit hours. AILA will administer CLE credit only to individuals who register and log into the web seminar. AILA cannot verify your attendance and participation in this program unless you register directly for the web seminar and use your name to log in to participate in the program. Therefore, persons who log in or listen in on the web seminar as part of a group will not be able to obtain CLE credit.
