Since the release of the Neufeld Memorandum reinterpretating the definition of employer-employee relationships, the way practitioners file H-1Bs has changed. In April of 2012, USCIS released another interpretation of the employer-employee relationship. This seminar will examine trends in H-1B filings, RFEs and helpful tips for practitioners filing H-1Bs for both large and small employer sponsors.

William A. Stockis a founding partner of Klasko, Rulon, Stock & Seltzer, LLP, in the firm’s Philadelphia office. He handles employment-based immigration for all sizes of companies as well as individuals. In addition, he deals with complex family-based matters; citizenship and naturalization matters; defending removal proceedings and DOL enforcement proceedings; and litigating in the federal courts. He currently serves as AILA National Treasurer.


Alexis S. Axelrad, New York, NY
Alexis S. Axelrad is a partner at Barst Mukamal & Kleiner LLP. Ms. Axelrad currently serves as chair of the AILA Inter-Agency Committee and is immediate past-chair of the AILA New York Chapter. Previously she served as chair of the AILA SCOPS Committee and vice-chair ofAILA’s USCIS HQ Committee. Ms. Axelrad is a frequent writer and speaker on immigration issues and recipient of the AILA President’s Award for Outstanding Service.


Roberta Freedman, Washington, DC
Roberta Freedman is a co-practice leader of the Clark Hill National Immigration Group. She has practiced immigration law exclusively for more than 28 years and remains active in AILA. Currently, she serves as a member of the AILA Students and Scholars Committee. Previously, she has served as chair of the AILA DC Chapter, an elected member of the AILA Board of Governors, and chair of various other national committees.
