Her practice focuses on EB-5 immigrant investors and regional centers and she publishes regularly in this area. Edward J. Carroll, EB-5 Investor Committee, Burlington, VT

Edward J. Carroll (ecarroll@cslaw.us) concentrates his immigration practice in EB-5 matters, counseling regional centers, enterprises and investors. His writings have appeared in publications of AILA, the American Bar Association, the Vermont Bar Association and Canadian media. Mr. Carroll comments on radio and television on immigration issues and has taught immigration law at the Vermont Service Center. Mr. Carroll is a member of AILA’s EB-5 Committee. He practices at Carroll & Scribner, P.C., in Burlington, Vermont.

Steve Anapoell, Securities Attorney

Steven T. Anapoell’s practice is focused on forming private equity, distressed debt, real estate, venture capital and special strategy funds, mergers and acquisitions, private and public securities offerings, debt and equity investments and financings, and structuring and negotiating complex corporate transactions. Steve also advises clients interested in raising capital for, and establishing regional centers to administer, projects qualifying for investment under the EB-5 Entrepreneur Investment visa program.

Jeffrey Carr’s practice includes completed assignments in economic analysis, economic-demographic forecasting, economic-fiscal impact analysis (including more than 75 studies and 12 EB-5 complaint business plans under the EB-5 Immigrant Investor Program in 32 states), financial analysis, more than 20 years of economic-tax revenue forecasting in Vermont (for the last 5 governors), and presenting state economic-fiscal data to Wall Street bond rating agencies.
